SPECIAL ACTIVITIES
DONATIONS AND RAFFLES
The Attorney General’s Office provides the following guidance regarding prize drawings and raffles:
- Organizations may request a donation for participation but may not require a donation. Participants must have the option to receive a free ticket. Tickets and advertising must state: “Donations requested, but no donation or purchase is necessary to participate.” Additional tickets may not be given for larger donations.
- Charitable raffles conducted by nonprofit religious, charitable, fraternal, educational, or veterans organizations must comply with Kansas Law and may require licensing through the Kansas Department of Revenue, Office of Charitable Gaming. Organizations may not use electronic or vending machines to sell tickets or contract with professional raffle vendors.
- A charitable raffle license is required for any organization with annual gross receipts exceeding $25,000 (July–June). Gross receipts are calculated by multiplying the total tickets sold or given away, by the price per ticket.

DRAWINGS AND SPECIAL ACTIVITIES:
- Drawings and special activities are permissible only with Fair approval. Exhibitors must register these activities using the online “Drawings, Giveaways, and Special Activities” form, submitted to the Fair Office by August 1, 2026. The Fair reserves final approval for all products or services offered, both before and during the Kansas State Fair.
- Exhibitors may only exhibit, sell, or hold drawings for items listed on their Exhibitor Space Rental Agreement and approved on the application. Full disclosure must be made for all prizes or giveaways. Items advertised as “free” must be completely without cost. Failure to provide full disclosure will result in confiscation of drawing forms, termination of the drawing, or termination of the Exhibitor Space Rental Agreement.
- Names, addresses, and phone numbers collected during the Fair may only be used by the Exhibitor and will not be sold or transferred. All drawings must be public and completed by 5:00 p.m. on September 20, 2026, unless the drawing is national in scope and clearly indicated on signage and registration forms. Local winners must be reported to the Fair; national winners must be submitted immediately after the drawing.
- Exhibitors cannot offer vacations, free trips, or national drawings without written approval from the Commercial Exhibits Coordinator. Complete information about such contests must be submitted by August 1, 2026, including company name, address, contact information, and years in business.
- The Drawing Winners Form is available from the Commercial Exhibits Department or your Building/Area Manager. Only winners of items valued at $25 or more must be reported. The Fair will contact winners to ensure receipt of the item.
GIVEAWAY ITEMS:
Giveaway items are allowed only with prior approval from the Commercial Exhibits Department and must not conflict with any items being sold or offered by another exhibitor. All items should be in good taste and not contain any derogatory content. The Fair reserves the right to determine what constitutes acceptable content.
Exhibitors must register all giveaway items using the online form and submit to the Commercial Exhibits Department for approval by August 1, 2026, or the items will not be allowed. Literature pertaining to your company does not need to be listed, but items such as pens, pencils, magnets, etc., must be registered. Balloons, stickers, and whistles are strictly prohibited. An email will be returned indicating which items have been approved.
SAMPLING:
Samples may be given away from the confines of your booth as long as they do not exceed four (4) ounces in quantity or size and are approved on the Giveaway form. This includes food, merchandise, cosmetics, and other items. Samples must comply with all rules in this Manual, including food handling and safety guidelines.
