Roving vehicles include golf carts, utility vehicles, or similar-sized vehicles. These may only be used for official Kansas State Fair business. Personal use is strictly prohibited, and any roving vehicle used for personal purposes will be confiscated. Absolutely no other use is authorized.
Only the media, service vendors, and authorized Exhibitors may supply and operate roving vehicles. Advertising of any kind is not allowed on roving vehicles. All vehicles must be driven responsibly and at walking speed. The Exhibitor is responsible for maintaining insurance coverage as outlined in the Rules Manual (see "Insurance" section for details).
A Roving Vehicle Permit is required for all utility and golf cart vehicles used on the Fairgrounds, including during move-in, Fair operation, and move-out. These permits are only issued for vehicles that directly support Fair operations or serve Fair vendors, exhibitors, staff, and administration. Permits are not available to the general public.
Permits are issued at the discretion of the Fair and must be obtained through the Commercial Exhibits Department. Each permit costs $400 and is non-refundable after August 1, 2026. If roving vehicle fees were not included in your original Exhibitor Space Rental Agreement, contact the Commercial Exhibits Department to request a permit. Permits must be displayed on the vehicle at all times while on Fairgrounds property, parking lots, or campgrounds.
To apply for a permit, Exhibitors must provide a valid Certificate of Liability Insurance, naming the Kansas State Fair and State of Kansas as additional insured. No permit will be issued until this requirement is met, and no hangtags will be included in credential packets. Exhibitors must appear in person at the Commercial Exhibits Department to sign the Exhibitor Space Rental Agreement and receive their permit.
Access Restrictions
Roving vehicles may only enter the lined areas indicated on the map attached to the back of the roving permit before 9:00 a.m. and after 12:00 a.m. After 9:00 a.m., vehicle use is restricted to designated areas shown on the back of the permit. Any violation of these access hours or restricted zones will result in immediate permit forfeiture.
Vehicle Restrictions
Utility vehicles over 120" with enclosed cabs are not permitted. Only utility and golf carts with valid permits will be allowed on the Fairgrounds.
Refund Policy
No refunds will be issued for Roving Vehicle Permits canceled after August 1, 2026. For cancellations of the Exhibitor Space Rental Agreement received prior to August 1, a $25 administrative fee will be deducted from any refund.
The Kansas State Fair reserves the right to revoke any roving permit and require removal of any privately owned vehicle that does not comply with these policies.
